Workboat Code 3 (WBC3) Life Jacket Requirements – A Practical Guide

Understanding Workboat Code 3 (WBC3) life jacket requirements is essential for vessel operators, skippers, and procurement teams. This guide summarises the key points from Section 14.4 and related areas, helping you ensure your vessel remains compliant while selecting the right life jackets for your crew.

Note: This is a practical overview and does not replace the official code. Always refer to the full WBC3 documentation for complete requirements.

Do You Need to Comply with WBC3?

If your vessel operates commercially compliance with WBC3 is mandatory. Life jacket requirements depend on:
  • Number of crew onboard
  • Area of operation (Zones 0–6)
  • Type of work being undertaken
These factors directly influence the specification and equipment required.

WBC3 Life Jacket Requirements (Section 14.4)

To meet WBC3 standards, life jackets must meet recognised approval standards and minimum performance criteria.

Key Requirements:
  • Approval standards:
    • SOLAS-approved or
    • ISO 12402 compliant
  • Buoyancy levels:
    • Minimum 150N
    • 275N recommended for users with tool belts or heavy PPE
  • Mandatory features:
    • Whistle
    • Retro-reflective tape
  • Carriage requirements:
    • One life jacket per person onboard
    • Plus at least TWO spare life jackets

Additional Requirements by Operating Zone

Your vessel’s operating area significantly affects life jacket specification:

Zones 0, 1, and 2
  • Sprayhoods are mandatory
  • Rearming kits required for each life jacket
  • Light Required
Zones 3, 4, 5
  • Sprayhoods are recommended but not always mandatory
  • Light Required
  • Requirements may vary depending on risk assessment

Choosing the Right Life Jacket

Selecting compliant equipment is not just about meeting regulations it’s about practicality and readiness in an emergency.  Selecting equipment that covers the vessel for code but also is comfortable, presentable and top in class for in water performance is the best option for both operators and crew.

Spinlock DURO Range

The Spinlock DURO life jacket range offers both SOLAS and ISO-approved options suitable for WBC3 compliance and lead in comfort, fit and in water performance.
Key benefits include:
  • Available in 150N and 275N configurations
  • Integrated sprayhood options, removing the need to carry separate units
  • Compatible with lights and additional safety accessories
Having sprayhoods pre-fitted ensures the life jacket is immediately ready for use, which is critical in real-world emergencies.

Personal Locator Beacons (PLBs) – WBC3 Section 17

While not strictly part of life jacket carriage requirements, PLBs are closely linked to personal safety equipment.
Key Points:
  • At least one crew member on open deck must wear a 406 MHz PLB (Section 17.6.2)
  • PLBs must include:
    • GPS capability
    • Integrated light
  • In addition, all crew are strongly recommended to carry:
    • AIS Man Overboard (MOB) devices

Many modern PLBs and AIS devices can be:
  • Integrated directly into life jackets, or
  • Carried using accessory packs like the Spinlock Essentials Pack Range

Life Jacket Donning Instructions

Under WBC3 Section 14.8 (Training Manual), vessels are required to provide clear guidance on the donning of life jackets and the stowage positions of life-saving equipment. In practice, this is commonly supported by displaying a clear life jacket donning poster in a prominent onboard location, such as the wheelhouse or crew briefing area. These visual guides help ensure that both crew and passengers can quickly and correctly fit a life jacket in an emergency, particularly if they are unfamiliar with the equipment.

Spinlock provide downloadable donning posters for their life jackets, making it straightforward to meet this requirement while maintaining clear, professional onboard safety information.

Practical Compliance Tips

  • Choose 275N life jackets where heavy PPE or tools are worn / carried
  • Ensure all jackets are serviced and in date (see Spinlock Network of independent service centres)
  • Keep rearming kits matched and accessible
  • Fit sprayhoods in advance rather than storing separately
  • Consider integrated PLB/AIS solutions for improved safety
  • Make sure your Training Manual includes instructions on donning life jackets

Summary

WBC3 life jacket compliance is straightforward when broken down:

  • Use SOLAS or ISO-approved life jackets
  • Provide 150N or 275N buoyancy depending on risk
  • Carry one per person plus two spares
  • Fit sprayhoods where required by operating zone
  • Ensure PLB compliance for crew on deck

Selecting the right equipment not only ensures compliance but significantly improves survival outcomes in an emergency.
